Professional Experience

 

Since February 2011, Head of the Research Department at the National Defence Institute and Senior Researcher. She coordinates research projects for the National Defence Institute, conducts her own research, teaches in the field of international relations, security studies and European security and defence, organises international and national scientific activities, coordinates expert groups and conducts applied research for the Minister of Defence in support of decision making.

Since January 2011, she is the scientific coordinator at the National Defence Institute of the Expert Group on Common Security and Defence Policy, which held three meetings per year, with the participation of national and international experts.

Since Summer 2011, she is the national representative at the Executive Academic Board, European Security and Defence College, Brussels.

Between September 2008 – December 2010 was Senior Researcher at the Research Centre, National Defence Institute, Lisbon.

September 2006 - September 2008 was Deputy Director of the National Defence Institute, Lisbon.

Between September 2006 - September 2008 was Director of the National Defence Course, a course for security practitioners, at the National Defence Institute, Lisbon.

Between 1996 - September 2006 was Head of the Research Department at the National Defence Institute.

Executive Editor (1998-2008) and Member of the Editorial Board of Nação e Defesa (National Defence Institute’s journal dedicated to International Relations, Strategic and Security studies).

Since November 1994 is researcher at the Research Department (National Defence Institute) in the field of foreign policy, international relations and security studies.

February 1990 - November 1994 worked at the Department of International Relations (Division of Multilateral Relations) at the National Defence Policy Directorate - Ministry of Defence. Fields of expertise: multilateral defence issues, namely in the field of negotiation processes for Disarmament and Arms Control and Confidence and Security Building Measures (CSBM); monitoring of the implementation of the Vienna Document and the Treaty on Conventional Forces in Europe (CFE); confidence building and security co-operation processes related to the Conference for Security and Co-operation in Europe (CSCE - OSCE), NATO’s White Team, the Conference for Security and Co-operation in the Mediterranean (CSCM) and Western European Union.

José António Marques da Costa Ferreira

 

Born in Lisbon on the 24th March 1961.

 

Lieutenant-colonel Portuguese Air Force (Retired).

 

Graduated in International Relations from the Lisbon Autonomous University (UAL, 2010), Post-graduation in War Studies in the new International Relations (dissertation “Metamorphosis of NATO”, (UAL, 2010) and Master degree in War Studies in the new International Relations from the Universidade Autónoma de Lisboa (UAL-2013), (Dissertation "NATO in Portugal - Impact on the Armed Forces and the National Security and Defence".

 

As Portuguese Air Force officer performed several assignments related to the rank and qualifications in Portuguese units (Transit Aerodrome #1, Air Base #2, PRT AF Instruction Centre, PRT AF HQ – Personnel Division and PRT Armed Forces General Joint HQ) and abroad (NATO Early Warning & Control Force – E3-A Component – NAEW&CF, Geilenkirchen – Germany and NATO CIS Agency – NCSA Oeiras – Portugal). From 2007 to 2010 participated as NCSA HQ staff member revising and implementing the NCSA Peace Establishment.

 

Teacher and Instructor in the PRT AF Instruction Centre (from 1988 to 1995) and technical tuition in the PRT AF HQ – Personnel Division (from 1995 to 2003). Recognized by the National System of Professional Certification (SNCP), by the PRT AF Instruction Centre and NATO School (Oberammergau – Germany).

 

Author of the following academic studies: “Course plan for the Human Resources Officers Course” (CI2 – Ota – 1988), “Transition to Superior Officer within the PRT Air Force” (IESM – Lisbon, 2007). “Metamorphosis of NATO” (UAL - Lisbon, 2010). Graça Ermida

 

Graça Ermida is a research associate at OBSERVARE, and part of the Economics and Management of Resources team, a group that analyses the conection between economic, energy and international affairs issues. In 2013, she was a visiting Scholar with the Center for Military and Strategic Studies, at the University of Calgary, Canada, where she researched on topics related to challenges that oil and gas companies are facing in the Arctic plus the investments they plan to do in the region. She also worked with the Permanent Representation of Portugal to the OSCE, in Vienna, researching, analyzing and reporting on topics of the three dimensions of the OSCE. Since 2014, she is leading the College of Energy for APDSI, an NGO aiming to promote the role of information Society in public life and to influence decision makers, institutions and the private sector. The main objective is to foster debates concerning Energy and Emerging technologies, creating awareness in the civil society. Her interest in European Energy Policy led her to obtain a Master thesis where she discussed Energy Security and Turkey Accession to the European Union. She has published extensively in international and national peer review journals.

 

Besides, shehas many years of International Management Consulting experience both in the private and public sectors. She has worked in various industries including Energy, Telecommunications, Transportation, and Public Administration. She was Business Developer Director for various multinational Companies. Her professional and living experience spans various countries including USA, Brazil, Belgium, Canada and Austria.

 

She holds a Master in Political Science and International Relations from the Institute for Political Studies, Portuguese Catholic University, Lisbon, Portugal, a Master of Business Administration from Rensselaer Polytechnic Institute, Troy, NY, USA and a University Degree in Electrical Engineering from the Technical University of Lisbon, Portugal. She is currently a Ph:D Candidate in International Relations at IPRI-UNL, with a topic related to the impact of European and Chinese Energy Policie in the Oil and Gas Industry.

 

Pedro Pinto

 

Master in International Cooperation and Development at the School of Economics and Management - ISEG-, where he also completed a post-graduate degree in European Studies. 

 

Pedro Pinto has a degree in International Relations from the Autonomous University of Lisbon, where he is teaching since 1997. He is also a journalist in TVI, as editor and anchor.

Luís Moita

 

Luís Moita was born on 11 August 1939. He has a PhD in Ethics (1967) from the Pontificia Università Lateranense (Pontifical Lateran University), Italy, awarded with the classification

summa cum laude (10/10) and accredited by Universidade Católica Portuguesa (Catholic University of Portugal).

He is currently Full Professor in "Theories of International Relations", Director of the Department of International Relations, and member of the scientific council of Universidade Autónoma de Lisboa (UAL). Between 1992 and 2009 he was Deputy Vice-Chancellor of UAL.

He was the coordinator of the Socrates Institute for Ongoing Education at UAL and he presently directs the Research Unit OBSERVARE (Observatory for External Relations), which publishes a collection of books and two regular publications: the yearbook JANUS (published since 1997 in a co-edition with newspaper PÚBLICO) and the biannual journal JANUS.NET, e-journal of International Relations, published since Fall 2010.

He was Director of CIDAC, a Portuguese non-governmental organisation for development cooperation for fifteen years between 1974 and 1989. Between 1989 and 1997, he lectured the subject “Philosophy and Ethics of Social Work” at Instituto Superior de Serviço Social de Lisboa (Higher Institute for Social Work of Lisbon). He also was a Guest Associate Lecturer at the Faculty of Economics of the University of Coimbra (until October 1998).    

He currently coordinates the Master Degree in War and Peace Studies at Universidade Autónoma de Lisboa and lectures the subject “Globalisation and Africa ’s International Relations”, as part of the Master and Doctoral Degree in African Studies taught at the

Higher Institute for Labour and Management Studies (ISCTE).

He has been a regular speaker at the National Defence course offered by the National

Defence Institute since 1998. In the academic years 2004-2007 he taught at the Air Force Higher Studies Institute, and, since 2006, he has been a lecturer at the Institute for Higher Military Studies.

On 10 June 1998 he was distinguished with Grand Cross of the Order of Liberty by the President of the Republic, and on 7 January 2005 he was awarded the title Grand Officer of the

Ordine della Stella della Solidarietà Italiana by Italy’s President of the Republic.
